WP1: Project management, coordination and communication

WP1 contributes to the General Project Objectives, particularly by strengthening capacity-building and stakeholder engagement in support of the European Green Deal. It focuses on ensuring effective project coordination and management for the timely and successful implementation of activities, establishing strong communication among beneficiaries to support collaboration and information sharing, and ensuring the quality of deliverables in line with IPCC 2006 Guidelines, UNFCCC decisions, and EU reporting regulations. WP1 also supports the planning and implementation of dissemination, networking, and stakeholder engagement activities, as well as the monitoring and reporting of the project’s financial and technical progress, including milestones, deliverables, impacts, risks, and KPIs.

Development of geographically-explicit inventories for the LULUCF sector

WP2 contributes to improving the monitoring, reporting, and verification (MRV) system for national greenhouse gas reporting in line with EU Regulations 2018/841, 2018/1999, and 2023/839, with the aim of increasing transparency, completeness, and accuracy. The work package focuses on establishing a geographically explicit monitoring system for land-use changes and natural disturbances, developing consistent historic and current land-use representations across Greece and Bulgaria, identifying significant areas according to EU Regulation requirements, and detecting land-use units exposed to high climate risk.

Implementation of enhanced MRV methodologies in the LULUCF sector

WP3 contributes to enhancing the monitoring, reporting, and verification (MRV) system for national greenhouse gas reporting in line with EU Regulations 2018/841, 2018/1999, and 2023/839, with the goal of improving transparency, completeness, and accuracy. The work package focuses on estimating carbon fluxes in forest land, harvested wood products, croplands, grasslands, and seagrass meadows using improved methodologies and additional data, implementing Tier 3 methodologies for emissions and removals in high carbon stock and climate-risk areas, and developing scalable methodologies for greenhouse gas accounting in areas such as seagrass meadows and settlements.

Monitoring and assessment of climate change impacts on the LULUCF sector

WP4 promotes the systematic monitoring of the land sector, bioclimatic variables, and climate change impacts in order to identify trends and improve projections. The work package includes climate trend analysis and monitoring of bioclimatic parameters and climate change impacts on forest health and biodiversity at pilot sites in protected ecosystems in Greece, the identification of climate-related aspects affecting the LULUCF sector to support policy improvement, and the development of recommendations for the LULUCF sector in Greece and Bulgaria based on climate-related SWOT analysis results.

Sustainability, replication and exploitation of project results

WP5 supports policymaking aimed at sustaining and increasing net carbon removals while promoting synergies between climate mitigation, adaptation, and biodiversity policies in the LULUCF sector. The work package focuses on developing tools for the planning, monitoring, assessment, and evaluation of climate policies and measures, establishing forest monitoring networks and related databases, evaluating carbon certification schemes and their connection to national GHG inventories, strengthening stakeholder capacity in Greece and Bulgaria, and enhancing collaboration and information exchange through stakeholder engagement activities, working groups, and expert committees.
