The Hellenic Ministry of Environment and Energy (MEEN), is the governmental body responsible for the development and implementation of environmental policy in Greece, as well as for the provision of information concerning the state of the environment in Greece in compliance with relevant requirements defined in international conventions, protocols and agreements.

The Division of Climate Change and Air Quality/ General Directorate of Environmental Policy of MEEN is responsible for planning, preparing, and managing the national GHG inventory for Greece, including also the LULUCF sector.

The Executive Environment Agency (ExEA) is an independent administrative body within the Ministry of Environment and Water, which is responsible for managing, coordinating, and providing information related to environmental control and protection in Bulgaria. The Agency oversees the National System for Environmental Monitoring, a platform that aggregates data and insights concerning the state of environmental components and indicators across the nation. Furthermore, the ExEA is playing pivotal role in the National GHG Inventory System as the ExEA is responsible for planning, preparing, and managing the GHG inventory for Bulgaria, including also LULUCF.
